Provision of a Treasury Advisory Service to The Police and Crime Commissioner for Essex

The Police and Crime Commissioner for Essex (The Commissioner) is seeking a suitably experienced contractor to provide a comprehensive treasury advisory service. The Commissioner has an investment portfolio of approximately £30m (forecast as of March 2013). There are no reported external borrowings, with an internal borrowing requirement of approximately £10m (forecast as March 2013). The service provided by the contractor will supplement the Commissioner’s in-house treasury management function with the provision of specialist advice.This will be enriched by high frequency contact with relevant financial institutions, their regulators and frequent consideration of wider economic trends. Whilst the contract shall only be for The Police and Crime Commissioner for Essex at its inception, it shall be available to The Kent Police And Crime and Commissioner to join should they wish to during the contract term, subject to there being sufficient financial capacity within the contract (maximum contract value threshold £150,000). The contract term on this notice takes into account the initial two year contract period plus two optional one year extensions. Please see tender documents for more information. This contract opportunity is open to SME’s that are able to satisfy the criteria in the competition documents, however the Comissioner cannot guarantee that the government’s guidance on how to make contract SME-friendly has been applied.
