Southampton City Council (SCC) is seeking to appoint a service provider (or separate service providers) for: • Lot 1 – Services to Pre-Schools in Southampton; and • Lot 2 – Services to Childminders in Southampton. Applications are invited from suitably qualified providers with appropriate experience. Delivery of the services is intended to commence on 01 July 2013. The contracts will continue for an initial period until 30 June 2015, with a potential extension of a further 2 years beyond this date (providers are to note that there is no interdependency in respect of potential extension periods for each service). • Lot 1 – Services to Pre-Schools in Southampton Service provision will apply to Ofsted registered Pre-Schools providing an early education and care service for children aged two to five years old within the Southampton city boundary. The focus of the Pre-School support service will be the sustainability, quality and continuing development of Pre-Schools following registration with Ofsted. • Lot 2 – Services to Childminders in Southampton Service provision will apply to potential and existing Childminders living within the Southampton city boundary. The focus of the Childminding service will be centred upon professional development and quality of provision following registration with OfSTED. This will include maintaining and expanding the city’s childminding network. Please note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to the services. Further details will be included in the tender documentation. Providers will be expected to work within the Council’s budgetary envelope, and any future budgetary amendment or adjustment. The Council also reserves the right to reject any tender which exceeds the affordability threshold, (as stated within the tender documentation) and is not bound to accept any tender upon completion of the procurement. The Council undertake to use reasonable endeavours to hold confidential any information provided in the proposal submitted, subject to the Council’s obligations under law, including the Freedom of Information Act 2000. If the applicant considers that any of the information submitted in the proposal should not be disclosed because of its sensitivity, then this should be stated, together with the reason for considering it sensitive. The Council will then consider the sensitivity statement before replying to any request received under the Freedom of Information Act 2000.
