Given the importance of the Government’s annual Budget statement the Office of the Children’s Commissioner (OCC) intends commissioning an organisation, individual or group to undertake a quantitative analysis of the 2013 Budget and its impact on children’s human rights, as defined by the UN Convention on the Rights of the Child (UNCRC). This will involve using existing and published information and new or unpublished data to assess the likely impact of different budget measures on children and young people living in England. The successful organisation, individual or group will be able to demonstrate expertise and experience in analysing the Budget, and relating this to families and/or children and young people. The work will contribute to an OCC Child Rights Impact Assessment that is also likely to include a legal and qualitative analysis carried out by OCC staff. This invitation to tender only requires a quantitative analysis of the impact of the Budget on children and young people, and for this to be undertaken within an assessment framework based on articles from the UNCRC. OCC can provide expertise on children’s human rights to develop the framework for this analysis as well as an expert group from academia and the voluntary sector to advise on the project.
