DECC would like to commission process evaluations of two ongoing programmes. This contract is split in to two lots, however, there are commonalities between the methodology and themes of both programmes. The first lot is a process evaluation of three competitions open to local authorities and voluntary sector organisations focussing on three of DECC’s core areas: fuel poverty, Green Deal and promoting collective purchasing/switching. The second lot is a process evaluation of a pilot programme to test how community engagement can drive demand for energy efficiency measures. Note that contractors are invited to tender for one or both lots.
