Luton Borough Council (the ‘’Parent Body’’) currently delivers customer facing services, including: Advice on council tax, housing benefit, housing lettings and homelessness services, housing and financial advice, and provides a statutory Revenues and Benefits Service including the Financial Assessment of Housing and Council Tax Benefit, Adult Social Care charges and Free School Meals. Staff delivering these services (the ‘’Potential PSM’’) are seeking to spin out of Luton Borough Council, possibly as a community interest company. This company will be commissioned by another new legal entity ‘Access Luton’, which is likely to be a community benefit company that comprises the new PSM and the local voluntary sector advice providers. A Supplier is required to provide recommended options on establishing a legal and governance model for the new structure (which includes Access Luton and the Potential PSM).
