5612-2013: UK-Birmingham: Mains gas

The contracting authority wishes to establish a framework agreement for the supply of fixed term energy contracts (mains Gas, Half Hourly, Non Half Hourly, and UMS Electricity) for use by UK contracting authorities (as defined in Article 1(9) of Directive 2004/18/EC and implemented by Regulation 3 of The Public contracts Regulations 2006) or its agent(s). These include (but are not limited to): Central Government Departments & their Agencies (a list of Executive Agencies can be found at: http://www.cabinetoffice.gov.uk/ministerial_responsibilities_agencies.aspx); Non Departmental Public Bodies (NDPB's)(a list of NDPB's can be found at Annex A to the public Bodies Directory c2007 published by the Cabinet Office which can be found at http://civilservice.gov.uk/documents/pdf/public _bodies_2007.pdf); NHS Bodies (i.e. Acute Trusts, Ambulance Trusts, Primary Care Trusts, Care Trusts, NHS Hospital Trusts, Strategic Health Authorities, Mental Health Trusts, Special Health Authorities, Mental Health Trusts, Special Health Authorities (a list of such Authorities and Trusts can be found at: http://www.nhs.uk/servicedirectories/Pages/PrimaryCareTrustListing.aspx)); Local Authorities (i.e. a local authority as defined in Regulation 3(2) to (5) of the Public Contracts Regulations 2006 ("the Regulations"); Police & Emergency Services Authorities (i.e. fire authorities, fire and rescue authorities (a list of fire authorities can be found at: http://www.fireservice.co.uk/information/offcontacts.php)); Police authorities and the Metropolitan Police Authority as defined by Regulation 3 (1)(j) to (p) of the Regulations; Educational Establishments (i.e. schools maintained by local authorities; Academies; City Technology Colleges; the Skills Funding Council, Young People's Learning Agency)); Further education establishments and Universities; Registered Social Landlords (RSLs)(a list of RSLs can be found at http://www.housingcorp.gov.uk/server/show/nav.489); and The Scottish Government and the Welsh and Northern Ireland Assemblies.
The Energy Consortium (TEC) is seeking to create a framework agreement with an envisaged maximum of 16 providers who shall be invited to mini-competitions to supply the specific individual requirements of TEC members.

Contract value: On behalf of its members The Energy Consortium currently manages the annual energy procurement volumes on fixed term contracts as follows; 1.4T Wh Mains Gas, 800 GWh Half Hourly Electricity, 110 GWh of Non Half Hourly Electricity, 24 GWh UMS Electricity. These volumes are for indicative purposes only.Estimated value excluding VAT: Range: between 388 000 000 and 581 000 000 GBP
