Mutual Support Programme - York Libraries And Archives Service

York Libraries and Archive Service (the Potential PSM) are seeking to spin out of York City Council (the Parent Body). They have c.120 staff and a budget of £2.4m/year. The service has 15 libraries, one mobile library, prison library and archives and local history. The current preferred option is to transfer into an Industrial and Provident Society with Community Benefit (the Potential PSM) and charitable status. The Potential PSM plans to develop the commercial elements of their services (Reading Cafes and ‘inspire’ learning centres are already generating income and are replicable across more sites) and have in principle agreement from the Council for a 5 yr grant funding arrangement. They will also be able to access other external funding. The Potential Provider will be expected to meet the following objectives: To work with the Potential PSM to produce a robust business plan, provide legal advice on transfer of assets and staff and develop a detailed transition plan. If the Potential PSM and Parent Bodies agree the business is assessed as viable and the transition plan is approved, to support the implementation of the transition plan.
