Circle Group is a group of nine Registered Providers who together manage over 65 000 homes across the UK and provide services for over 300 000 people. The members of Circle support communities and works to improve life chances amongst its customers by providing general needs housing and extra care and sheltered housing, as well as responsive support and services.
Circle was named in 2011 having changed its name from Circle Anglia which was formed in 2005 as a result of a merger between Circle 33 Housing Group and Anglia Housing Group. We now have 12 Group partners including 9 registered providers (RPs) of affordable housing, a support and care partner (Circle Support) as well as a commercial business that provides telecare services (Invicta Telecare), shared ownership properties for sale and leasehold property management and repairs services (Circle Living). Circle is seeking to appoint an Energy Procurement Consultant to work with Circle to achieve efficiencies in Circle's procurement of energy and to potentially alleviate the fuel poverty burden of Circle's customers.
To that end, Circle is seeking to enter into a term contract with a suitable Energy Procurement Consultant for:
— the procurement of energy (gas and electricity) as per Circle's agreed energy risk policy and purchasing strategy;
— the provision of market information and daily pricing information;
— the provision of professional trading, energy and associated services advice;
— tariff validation services;
— a trading service and flexible trading support;
— consultancy services to assist Circle's customers, e.g: training on energy efficiency in the home; advice on and possibly facilitation of switching between providers; advice on the best or most appropriate tariffs available to customers.
As a contracting authority Circle needs to ensure that any contract it enters into satisfies the requirements of the Public Contracts Regulations 2006 (as amended). A key consideration in this regard is the extent to which price certainty can be achieved throughout the term. Circle reserves the right to amend the tender and contract documents as necessary and may opt to procure an Energy Consultant for a reduced term or pursuant to a framework agreement rather than a contract.

Contract value: The expected value of energy supply is £ 50 million over the life of the contract. In the event supply to domestic customers on preferential tariffs is permitted and Circle opts to include the opportunity in this procurement or any resulting contract, the value of this element is expected to be in the region of £ 1 billion. It is also anticipated that other contracting authorities may wish to use the contract however, the anticipated additional value of use by such organisations is not currently known; therefore, we have included an additional £100 m.Please note that all values stated above are relating to estimated energy costs, so when trying to determine estimated contract value leaves a large range, depending on tender prices submitted, whether the contract is used by other authorities and whether domestic rates are procured as a part of the resulting contract.Estimated value excluding VAT: Range: between 500 000 and 10 000 000 GBP
