The Department for International Development (DFID) is seeking a Service Provider to set up and operate a Management Unit for the Democratic Governance Support Programme (DGSP) in Mozambique. The Democratic Governance Support Programme aims to address what is a critical gap in communication and accountability between government and the women, men and young people of Mozambique. The goal of this programme is to contribute to improved governance and accountability for Mozambican citizens in target municipalities and sectors. The purpose of this programme is strengthened democratic governance in five municipalities in Mozambique, which are then better able to provide and protect rights and freedoms provided in the National Constitution. The focus should be on the core informal process of democracy, that of dialogue, consultation and consensus-building. The Service Provider is required to initiate and operate the DGSP towards the achievement of this goal, through the establishment of a Management Unit. The Management Unit, which is to be established in Maputo, will implement the three programme components: the issues-based work at the municipal level; the media component; and the information and policy component. The Management Unit will also establish and support its own governance structure: a Management Committee to oversee the programme; and an Advisory Committee to provide political advice and guidance. The Management Unit will contract an independent organisation or partnership to establish an evaluation approach, and undertake a baseline study, mid-term review and final evaluation
