GB-Leicester: Independent Support Planning and Brokerage (ISP&B) Project

The Independent Support Planning and Brokerage (ISP & B) project is currently in progress to support the implementation of Self Directed Support in Leicester City. Councils are required to assess eligible need and assist customers to develop support plans to meet those needs and deliver outcomes. Leicester City Council has internally undertaken this enabling process with the majority of Customers. However, in light of the Personalisation agenda it is now looking to commission some of this work to an organisation, or organisations, independent of the Council to offer increased choice and control to Customers in the support they receive. Leicester City Council are inviting tenders to commission an Independent Support Planning and Brokerage Service to meet the wider needs of the Personalisation agenda in Leicester City. The service provider will work together with Customers who have a personal budget, referred through the Council’s Adult Social Care (Care Management) Locality Teams. The service provider will work with Customers to develop, document and commission packages of support tailored to meet customers assessed eligible needs. The service provider will identify and consolidate existing information such as service directories and universal advice and guidance, to provide an accurate and up to date provision of information about local services to enable Customers to make informed choices and have genuine control. The provider will develop an on-going awareness of what is available within the local community and will assist Customers in building and maintaining a network of support that helps them live the life they want. The provider will help Customers maximise their funding options and will promote the use of Direct Payments through maximising provision available through the external social care market in Leicester. Estimated total value (3 years) excluding VAT: £270,000 to £390,000. This value includes up to the 1 year option to extend, if taken up. The annual budget for the service is anticipated to be between £90,000 up to a maximum of £130,000 per annum. The contract is due to be awarded in approximately March 2013 with services to be implemented and delivered from 3rd June 2013. The contract length for the delivery of the service will be for a period of two years from implementation with an extension available of up to a further year at the discretion of the Council. The service shall be able to deliver to a maximum of 444 (subject to review) new to Adult Social Care Customers in year 1 (inclusive of a relatively small number of Transitions cases). These cases are anticipated to be made up of around 38% Older People (OP) 65+, 30% Older People with Mental Ill Health (OPMH), 14% Adults with Physical Disabilities (PD), 11% Adults with Mental Ill Health (AMH) and 5% Adults with Learning Disabilities (LD).
