Provision of Four Contracts for Adults Support, Welfare and Advocacy Services

The London Borough of Barking and Dagenham invite expressions of interest from suitably experienced providers to tender for the following services in Barking and Dagenham. Local Infrastructure Support Service Generic Advice, Hate Crime and Hate Incident Reporting and Enhanced Welfare Rights Advice Independent Mental Health Advocacy, Independent Mental Capacity Advocacy and Deprivation of Liberty Safeguards Specialist Advocacy Services including Social Care Complaints Advocacy These services are offered on the basis of four contracted areas. The Local Infrastructure Support service will assist local voluntary and community organisations to function more effectively and deliver quality services to the residents of Barking and Dagenham. The Generalist Advice and Hate Crime and Hate Incident Service for the residents of Barking and Dagenham is combined with Enhanced Welfare Benefits Advice for vulnerable adults to provide a joined up, robust advice and case work service. The Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA) and Deprivation of Liberty Safeguards (DoLS) service is combined to provide effective, well coordinated independent advocacy provision across these statutory areas. A Specialist Advocacy Service including Social Care Complaints Advocacy will be delivered to vulnerable adults within Barking and Dagenham through a framework agreement on a call off basis. This service includes the local social care function of the Independent Complaints Advocacy Service. The framework will offer people greater choice and control in the services they access. Providers will need to demonstrate in their bids required competencies in the following areas: Value for Money Performance management Technical ability Knowledge of customers Delivering against outcomes Sustainability Organisations may express an interest in more than one of the above contracts and consider partnership work when applying for this tender through sub contract or consortia arrangements. It is anticipated that all of the above services will be delivered from April 2013. The contracts (with the exception of the Independent Mental Health Advocacy, Independent Mental Capacity Advocacy and Deprivation of Liberty Safeguards) are offered for a period of 2 years with an option to extend for up to a further 2 years dependent on service performance and funding. The Independent Mental Health Advocacy, Independent Mental Capacity Advocacy and Deprivation of Liberty Safeguards contract is offered for a period of 3 years. Organisations should be aware that Transfer of Undertakings (Protection of Employment) Regulations 1981 may apply.
