The successful Contractor will be required to provide integrated network management, maintenance, improvement activities, incident management, event management and contingency planning on the all purpose trunk roads and motorways in Highways Agency (HA) Area 9 in accordance with HA's standards and objectives.
Duties to include:
All routine and cyclic road and bridge maintenance works, including winter maintenance and capital schemes, (but excluding S278 works unless instructed), which will have an upper value limit of between GBP 4 000 000 and 8 000 000. The final contract documentation will confirm the limit.
Co-location with, facilities for and supervision/management of the Highways Agency Regional Technology Maintenance Contract (RTMC) for Area 9, A50/A564 Stoke to Derby DBFO and for the M6 Toll DBFO
Duties may also include the following:
Provision of planning advice, design, co-ordination and supervision of maintenance and improvement schemes (unlimited by value).
Supporting functions in relation to HA DBFO routes,(A50/A564 Stoke to Derby DBFO and M6 Toll DBFO), where instructed.
The management of works if so instructed
A final decision on the size of the area to be covered by the regional technology maintenance contract(s) to be managed by the successful bidder in the Midlands area is yet to be made by the contracting authority. The contracting authority is still deciding whether the East (Area 7) and West Midlands (Area 9) RTMCs will be let separately or whether, alternatively, there will be a single RTMC covering both areas. It is possible that the successful bidder may be required to design and construct technology schemes in Area 7. A final determination on the above issues will be made by the contracting authority and notified to bidders in sufficient time before tenders have to be submitted. The coverage of Area 9 is as described in section II.1.2 above. The coverage of Area 7 broadly comprises HA routes in the counties of Derbyshire, Leicestershire, Northamptonshire, Nottinghamshire, Lincolnshire, Rutland and parts of Warwickshire, Cambridgeshire and Oxfordshire
