The appointed financial advisers will be employed to provide financial advice on the IEP. The advice is expected to relate principally to the financing of the East Coast Main Line (ECML) rolling stock. The appointment will also cover other ad hoc advice including in relation to the Great Western Main Line (GWML) contracts, financed in July 2012.
The appointed firm will be expected to work with DfT's Commercial and Technical Services and Road and Rail Projects teams. The financial advisers will also need to work closely with other DfT advisers, e.g. legal and technical, where a coordinated approach is required.
The DfT is looking to secure excellent value for money and the appointed firm will be required to provide proposals that offer cost reduction, efficiency and improvement opportunities throughout the contract term, including skills and knowledge transfer to the Department.
The contract period shall be from 1.4.2013 up to and including 31.3.2016. The Authority reserves the right to extend the contract for periods up to a maximum of 1 year.
