411180-2012: UK-Glasgow: Repair and maintenance services of building installations

PURCH/0766 Maintenance and Repair of Air Conditioning and Comfort Cooling Plant Equipment and Associated Services, for the period: 1.3.2013 to 29.2.2016 with the option to extend for a period of 1 year subject to the mutual agreement of both parties.
Mandatory Selection Criteria for inclusion into this exercise:
Sellers must visit the sites to appreciate the diversity of the building stock and the overall scale of the estate. This is a mandatory requirement and will result in exclusion from the process if not adhered to. The University has allocated 1.2.2013 for tenderers to have the opportunity of attending the Estates and Buildings Offices, to be shown the information and records available and visit typical buildings as listed. Applicants are required to include their Constructionline registration number.
Note: If you are not currently registered with Constructionline (or equivalent) and wish to be registered please contact them immediately and they will expedite your registration. This also applies to contractors from other EU members state organisations. Applicants who do not wish to be registered with Constructionline are advised that they can still apply for this commission. Application will be reviewed on 'one off' basis by Constructionline, in consideration of the requirements of this project. This would not require the supplier to be registered with Constructionline but would require the supplier to provide the necessary information to Constructionline to provide 'one off' approval for this commission. The Health and Safety at Work Act 1974 and the Construction, Design and Management Regulations (CDM) 2007 place a duty on the University of Glasgow to ensure contractors and consultants we employ are competent. The University of Glasgow has chosen this route for registration because SSIP Forum members have recognized the need to remove unnecessary duplication in health and safety pre qualification and have put in place a 'deem to satisfy' or 'mutual recognition' arrangement between member schemes. Please confirm that your organisation is an SSIP forum member or is registered with any of the 'mutually recognised' member schemes. If you are not registered with an SSIP (or equivalent) member guidance is provided on the routes available for registration.

Previous experience of service provision (directly relating to the type of service required in the tender specification) to a multi-sited environment with various different types of air conditioning requirements. Evidence would include a) reference and contact site details from one other organisation where work has been recently performed (Note: if references are taken up and do not relate specifically to the type of service required in the tender, they will be excluded) and b) CV of nominated contract manager showing appropriate experience attached SEPARATELY.
Compliance and accreditation to meet all statutory requirements to provide this service. This includes F-Gas registration certificate, Refcom registration and SEPA Registration. Please attach certification separately.
Public liability insurance for GBP 10 M, Employers liability insurance GBP 5 M, Professional indemnity insurance for GBP 2 M. Certificates submitted or written undertaking to provide the levels requested if awarded contract.
A detailed understanding of obligations under the Control of Asbestos Regulations 2006 is required. Have all staff it is envisaged will deliver this service undertaken asbestos awareness training. Copies of Certification by trainer required as evidence.
