Northamptonshire County Council, on behalf of LGSS members, wishes to appoint a framework of providers in eight Lots to provide Design and Technical Consultancy Services for a range of construction projects.
Northamptonshire and Cambridgeshire County Council's work together in partnership under the name of LGSS. LGSS is a shared services venture established under the Local Government Act 1972.
This framework is open to:
(i) all LGSS existing and/or future partners and other organisations delegating services and/or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council and Norwich City Council) who participate in the LGSS shared services venture;
(ii) customers of LGSS,
(iii) to any city, district and/or borough local authorities within the county of Northamptonshire and/or Cambridgeshire; and
(iv) any company and/or organisations set up by Northamptonshire and/or Cambridgeshire County Council.
Applications are invited from experienced providers of Design and Technical Consultancy Services to the construction industry who can provide high quality professional services using a customer focussed approach, particularly in the Public Sector. The services to be provided are: LOT 1 - Architectural Services, LOT 2 - Building Control (Approved Inspector) Services, LOT 3 - Building Surveying Services, LOT 4 - CDM Co-ordinator Services, LOT 5 - Employers Agent and Clerk of Works Services, LOT 6 - Mechanical and Electrical Engineering Services, LOT 7 - Quantity Surveying/Cost Consultancy Services, LOT 8 - Structural Engineering Services.
The framework providers will be expected to work and co-operate closely with local government in-house and external design and technical consultants, contractors and other partner providers. All contract performance will be monitored using a set of comprehensive performance indicators.
Design and Technical Consultancy Services will be required primarily for education and social care premises, as well as other public infrastructure such as community centres, libraries or offices. The framework will cover construction works and will include, but not be limited to, repairs and renovation, refurbishment, alterations, demolitions, modular build, extensions and new build. Successful framework providers will be expected to have a demonstrable track record of providing these services for such premises and project type. The framework providers will be appointed to the framework through the RIBA Architect or RIBA Consultant agreements including Schedule of Amendments.
It is predicted that other members of the LGSS organisation, or public bodies within the Counties of Northamptonshire and Cambridgeshire, will use this framework. The framework will operate for a period of 36 months (from the award of the contract) with the option to extend for a further period of 12 months.
It is envisaged that the minimum number of providers appointed to each Lot shall be 3, however the maximum number will vary per Lot. Interested parties are permitted to bid for a single Lot or multiple Lots. There will be no obligation on either Northamptonshire County Council or any of the other bodies to enter into call off contracts with the service providers appointed nor will any guarantee be given as to the quantity, value or regularity of call off contracts to be made.

Contract value: The overall award criteria for all Lots will be based on 70% Price and 30% Quality. Sub-weightings will be used for the evaluation of the Price criteria which will be based on 60% Capped Percentage Fees and 40% Day Rates.
