Contract value: SCOPE - The selected provider will deliver a range of professional services to support the Environment, Transport and Development functions. The bulk of the work will be in support of the client-side design team, including project management; scheme feasibility and design (structural maintenance, small and large improvement projects); stakeholder consultation; bridge inspection and assessment; checking developer proposals; and traffic modelling. There are also developer funded projects, the scope and number of which will vary.The selected provider will also deliver public transport, economic development and environmental modelling, advice and design and may be called upon for general project management services; for writing and maintenance of highways-related software; and for the design and project management of schemes such as household waste recycling centres.The ability of the provider to support the council in bringing infrastructure investment to Norfolk and to help the council to drive economic development, whilst it will not constitute a large proportion of total expenditure on the contract, is of particular strategic importance.The Council is undertaking procurements in parallel for highways works and for traffic signals and related services. Street lighting and highways salt are provided under existing PFI contracts.Contract Term - The initial contract length is seven years. Performance below a specified level (measured against set indicators) will result in the term of the contract being reduced by up to 2 years.Extensions totalling up to three years may be implemented at the Council's discretion depending on performance which will be measured against set indicators.The contract may be further extended, by mutual consent, from ten years up to twelve years.VALUE - The values quoted below are quoted at 2012 price levels and are subject to indexation.The lower figure is based on a term of seven years and on the lowest value of work expected to be delivered under the contract (some GBP 1,5million per year).The higher figure is based on the exercise of all extension options up to the twelve-year maximum and on a higher annual expenditure (GBP 4,5million per annum). Resumption of spend at this level would be dependent on both level of government grant and on the level of developer-financed highway construction.The Council does not guarantee any minimum level of expenditure under the contract, but does guarantee a degree of exclusivity as set out in the descriptive documents.User Organisations - The awarded contract will be principally for use by Norfolk County Council but may also be used by:— any top-tier or second-tier council which shares a border with the geographical county of Norfolk;— Norwich City Council, to which the County Council delegates certain highways functions;— any other council within the geographical county of Norfolk;— any successor authority to Norfolk County Council or to any of the above authorities.— any company majority owned by the County Council.Estimated value excluding VAT: Range: between 10 500 000 and 54 000 000 GBP
