Kent County Council is looking to place a Framework Agreement with a Single Funding Provider
Kent County Council, on behalf of the KMGDP will engage an ECO funding provider to help facilitate, but not be restricted to, the development of early pilot projects and provide an affordable warmth solution across Kent with the potential to include retrofit projects in other areas.
The KMGDP is determined to secure additional benefits from a core programme of retrofit activity: this is not simply about physical measures, but low carbon regeneration with retrofit at its core.
In addition to the engagement of an ECO funding provider through this tendering process, in the future the KMGDP will also look at the process for engaging a single Green Deal Provider or small panel of providers. This may be the same organisation as the ECO funding provider or may include them as well as other providers. Please note that this process relates to the engagement of an ECO funding provider only as the process for a Green Deal Provider is still in development with the KMGDP.
Once engaged, the ECO funding provider will work with the KMGDP to deliver pilot projects across the county over the next 12 to 18 months, with the potential for rapid expansion of the works over the first ECO period to March 2015. Initial pilot locations have been identified and have been targeted on the basis of a number of different key characteristics including eligibility for ECO funding (property type), strategic support, good community representation, and so forth.
Each pilot is approximately 200 dwellings in size and is located in communities of around 4,000 homes. The estimated cost of the identified pilots is around £11 to 12m, but with expansion to 5,000 homes within pilot areas and in wider cross-cutting projects over the initial ECO period has the potential to result in far greater project value.
Pilots identified to date are in the following locations:
Swanscombe
Northfleet / Singlewell
Medway – specific wards still to be determined
Sittingbourne / Sheppey
Ramsgate
Buckland / Tower Hamlets (Dover)
Aylesham
The ECO funding provider will also be expected to provide an Affordable Warmth (also called HHCRO: Home Heating Cost Reduction Obligation) solution that is available for vulnerable groups across Kent and Medway. In addition the KMGDP would also wish to develop a cross-cutting ECO pilot that specifically targets rural areas.
The aim is to use the delivery of these pilots of around 200 homes per area as a catalyst to facilitate the roll out of a rapid expansion of the retrofit initiative into the wider communities over the first ECO period to March 2015, to an estimated 5,000 homes. We will work towards an average of three measures per household.
In parallel, KMGDP will be rolling out the retrofit approach into other areas across the County, as the information and data from the pilots begins to create a track record / evidence base and we can tailor the delivery such that it becomes more efficient and effective over time.
In return for funding, the KMGDP is uniquely placed to offer an ECO Funding Provider the following:
1.Access to an initial pilot of c.1,200 homes and the potential to upscale to 5,000 homes and more over the first ECO period to March 2015.
2.Support from all strategic organisations and authorities in Kent and Medway giving access to residents through contact with front line staff.
3.Access to registered housing providers and their housing stock beyond Kent and Medway, including Essex County Council.
4.Marketing and support to engage with the relevant communities.
5.Political support and strategic buy-in at the highest level.
6.Support in attracting match funding, if necessary.
