Although this requirement falls under part B of the regulations (Social Care) it is proposed too voluntarily use this notice to maximise awareness. A service is required to enhance the work of the North Yorkshire Youth Support Service (YSS) in meeting the Local Authority's responsibility to, “secure, as far as is practicable, sufficient services and activities to improve the wellbeing of young people”. (Guidance to Local Authorities on Services and Activities to Improve Young People's Wellbeing. DfE 2012)
The service will complement and add value to the wider YSS provision. Young people should have access to a varied and wide reaching range of educational, personal and social development and leisure activities. The YSS is part of this menu of opportunities and aims to complement and enhance provision as opposed to duplicate or directly control what is on offer in communities.
The key priorities for the contract provider will be:
To develop the capacity of the voluntary and community sector to deliver youth work activity.
To establish a network of volunteers from a range of sources to provide individual support to young people in their local community.
To operate as part of the Youth Support Service ‘offer' by ensuring that there are close working relationships with the local YSS team.
To manage and develop the network of new and existing voluntary/community clubs
To assume responsibility for clubs as directed by the Youth Support Service as part of the transfer of arrangements from Local Authority involvement to community ownership.
To maintain records and use the YSS management information system to record performance data.
To identify and access funding opportunities that would add value and/or enhance the contract.
Variant bids will only be accepted if a compliant bid is also submitted.

Contract value: The total scope of the contract over the course of the agreement for all lots is expected to be in the region of £150,000 to £200,000pa. The contract is planned to operate for two years with the option to extend for periods up to a further two years, subject to funding still being available and performance.
