The project comprises the commissioning of heat meters to newly installed Hydraulic Control Boards across the city to approximately 135 sites that utilise district heating systems. Approximately 6,000 properties will be affected. Wireless data collectors and transmitters are to be fitted together with meter collection devices, a remote meter reading storage solution, setting up billing service, bill production, cash collection and bill consolidation along with appropriate training for Sheffield Homes and Sheffield City Council staff prior to handing over the operation of the billing system to Sheffield City Council. Also included is the servicing and maintenance of the system for 1 year period following installation. The project will also replace any existing but obsolete heat meters which are presently failing (up to 800 meters).
The project also includes the installation of Heat Interface Units (HIU) with associated time and temperature control and thermostatic radiator valves to 400 leaseholder/freeholder properties at various locations across the City.
This project is designed to reduce household bills, monitor consumption patterns, provide data to aid prediction of potential energy and carbon savings, assess technical and practical implications of the introduction of heat meters, controls, data collections, billing and payment system. A review period for the billing system is built into the project will be utilised to uncover and solve any tenant related problems with the new billing and payment system.
