This is a Pre Qualification Questionnaire for the following principal works, which will be subject to full tender, following the choice of a restricted list of consultants
The detailed Brief and anticipated Scope of Work are included at Appendix A to the PQQ. If successful at the PQQ stage tenderers will be asked to split their tenders into the following stages of work:
Stage 1 – RIBA Work Plan A-B – a budget of GBP 7000 has been allocated for this stage of the work.
This is to enable a submission of the project to HLF for a Stage 1 Development Bid.
Stage 2 – RIBA Work Plan C-D.
This is to enable a submission of the project to HLF for a Stage 1 approval.
Stage 3 – RIBA Work Plan E-L
This is for the delivery stage of the project, and will be implemented only once all funding is in place.
Details on tender submissions, additional information required and the procedure for notifying and feedback to unsuccessful tenderers are also included within the Brief.
For information, if invited to tender consultants will be asked to tender on the following basis:
1. Fees for RIBA Stages A-B - the budget allocated for this stage is GBP 7000.
2. The fees for the following 2 stages should be expressed as a percentage of the estimated build costs of GBP 3,000,000. This is assumed to cover all capital works, including exhibition fit out, but exclude all non building works costs of the project.
3. The budget for the development phase will be set by the funding available and there is no capacity within this budget for rising fee levels.
4. All fees will be reviewed and confirmed on a fixed fee basis upon confirmation of the 2 principal stages of funding from HLF and other sources.
We envisage that the design team will incorporate the following specialist expertise:
- Architectural design
- Built heritage conservation
- Quantity Surveyor
- Structural Engineering
- CDM Co-ordinator
- Mechanical & Electrical Engineering with particular emphasis on low carbon energy installations
- Expertise in compiling Management and Maintenance Plans in accordance with Lottery capital project guidance
A review of the design brief will be undertaken on appointment of the design team although we do not expect there to be any significant changes.
This commission will be awarded on the basis of the Scottish Conditions of Appointment of an Architect (SCA 2000).
We expect the commission to include:
- All necessary liaison with Argyll & Bute Council, Historic Scotland, Scottish Natural Heritage and local landowners where access or land acquisition is necessary.
- Submission of all planning, Conservation Area and Warrant applications, including pre application discussions
- Attendance/ organisation of community and user events to consult on the project design and delivery programme
- Undertaking ongoing risk assessments with the development project Manager in order to properly advise Trustees and funders of risks to the project
Kilmartin House Trust has a stringent environmental policy. The site and buildings are situated in a very high profile location both in terms of impact on the Glen and within the Kilmartin Village Conservation Area. We will expect consultants to embrace KHT's sustainable conservation philosophy and be committed to providing an environmentally friendly building with an emphasis on the efficient use of sustainable or low carbon energy sources.
Consultants will also need to illustrate experience of working with publicly funded, community led developments delivering financially and environmentally sustainable solutions for historic buildings and sites. In addition the design team will need to demonstrate experience of delivering successful designs and working up activity plans as part of successful Lottery and European funded applications
