407726-2012: UK-Chelmsford: Refuse disposal and treatment

Essex County Council (hereinafter referred to as "ECC" and the "Authority") is seeking to procure on behalf of the Essex Waste Partnership (consisting of the Authority and Southend on Sea Borough Council (SBC)) a contractor to provide a bio-waste treatment service for source segregated municipal bio-wastes arising in or around the Essex Waste Partnership area to include the following services:
i. provide treatment services for (i) food only waste and (ii) mixed food and green waste;
ii. be responsible for providing all equipment, vehicles, labour and plant necessary for the provision of the treatment services;
iii. be responsible for the choice of technology(ies) used to deliver the treatment services;
iv. be responsible within applicable legislation for the disposal of outputs from the treatment process and marketing of these where applicable;
v. be responsible for ensuring that any facility(ies) used to provide the treatment services are available when required and constructed and/or maintained and operated in accordance with all applicable legislation and industry standards and the Authority's detailed services specification which will be made available to shortlisted bidders.
The Authority will be responsible for delivering the bio-waste to the facility or facilities identified by the successful bidder. From that point on the successful bidder will deliver the services identified above.
The services described above are not exhaustive and in order to maximise resources over the life of the proposed contract and allow flexibility for potential increases or decreases in bio-waste arisings over the services period, the Authority reserves the right to include additional services related to the treatment of waste which will assist in delivering both a comprehensive range of services related to bio-waste treatment and the Authority's disposal strategies.
The Services period will be for a period of 20 years from the services commencement date which will be agreed with the successful bidder dependent on its solution,with an option at ECC's sole discretion to extend for a further period of 5 years, such option being exercisable within the initial contract period. The Authority's preferred services commencement date is 1.6.2015 in relation to any new build facility and by 1.12.2013 in relation to any existing facility dependent on the successful bidder's proposals.

Contract value: The stated estimated value indicated below represents the estimated total value of the contract and the optional 5 year extension and does not include the Essex Waste Partnership's associated haulage costs. The Essex Waste Partnership has approval to procure a bio-waste treatment solution based on up to 100,000 tonnes of bio-waste per annum at a maximum nominal cost over 20 years of GBP 138,000,000 which represents a "whole system" affordability which includes the Essex Waste Partnership's haulage costs. The value below and the approved affordability threshold are not provided as a guide to the Authority's available budget for this procurement. The successful bidder will have the most economically advantageous tender for the Partnership having regard to both quality and price. The affordability threshold of GBP 138,000,000 will be applied in the evaluation of the bidder's price on a pass/fail basis.Estimated value excluding VAT: 170 000 000 GBP
