Mutuals Support Programme – Knowsley

Knowsley Youth Services and Knowsley Youth Rights and Participation Services are two separate services working with young people. The Youth Service has 38FTEs and a total expenditure budget of c. £1.7m. The Rights and Participation Service has 3FTEs and a total expenditure budget of c£120,000. Both services already deliver non-Council services, e.g. For the PCT and Schools. Knowsley Council funding is anticipated to reduce by 25% over the next few years. Initial feasibility work has estimated a reduction of 30% of the current budget provided to the services from the Council which would mean for the Youth Service a reduction from £1.477m to £1.033.8m and for the Rights and Participation Service a reduction from £75.000 to £52,500.The Council wants to consider social sector options for a number of services, and this work aims to provide a model of how best to do this. This includes how best to incubate services, building their commercial and financial capacity to ensure when they stand alone they are sustainable. A Supplier is required to complete a robust business plan to enable Knowsley Youth Services and Knowsley Youth Rights and Participation Services to receive final technical approval from the Council between March and May 2013 and move into an independent organisation or a transitional governance model to support incubation and sustainability.
