develop an inception report for the programme ensure baselines and results based work plans for think tanks are finalised support Zambia Institute for Policy Analysis and Research (ZIPAR) to become a technically competent, public sector economic think tank which effectively disseminates research; build the capacity of selected Zambian CSO think tanks to conduct and disseminate policy research and strengthen advocacy for reform; consolidate EAZ’s role as the main impartial public forum for economic policy debate and enhance its ability to host seminars; provide management and leadership of ZEAP contract administration, managing direct funding of think tanks / EAZ monitoring and reporting of progress provision of expertise in economic analysis, advocacy and communication and management of suitable short term technical experts, providing quality assurance of their technical work; ensure partners embed climate change impacts of economic policy and articulate these through research, analysis, advocacy and communication
