DFID is seeking a service provider or group of organisations to carry out a programme of research on the Brazilian model of development, with the aim of better understanding the factors underpinning its success and identifying lessons for Africa against specific thematic areas. Phase 1 To carry out a research programme on Brazil: this will involve the delivery of 15 research papers (in addition to the standard policy briefs, synthesis report and dissemination workshops). Twelve of these papers are a priori defined by DFID and three are to be proposed by bidders in their proposals on any topic they deem applicable. DFID’s expectation is that all 15 papers will be of publishable quality, specifically, at World Development/JDS level. Phase 2 To prepare a detailed proposal for activities in years 2 and 3. This proposal will be peer-reviewed and evaluated, as a normal research submission. A decision on whether or not to proceed to Phase 2 will be dependent upon satisfactory progress under Phase 1.
