400/ITTO/2012 Medium Term Facilities Management Contract
The University Of Lincoln seeks to procure Medium Term Facilities Management Services.
The Contract will run for a period of 3 years (36 months) from the 1.8.2013 to 31.7.2016, with an option to extend 1 plus 1 year
It is intended that the contract be awarded on the most economically advantageous basis: 40% Price, 60% Quality. Additional sub quality criteria will be stated within the tender document.
The contract will be broken into 15 lots as detailed below.
The University reserves the right to award any combination of lots to one supplier or if it is proven not economically advantageous the University reserves the right not to award a lot as it sees fit.
The contract will be let under the NEC3 TSC Standard Form of Contract.
1.1 Term Maintenance Contract
A Term Contract is in place to undertake planned maintenance, responsive and out of hours emergency repairs and general maintenance works to all University maintained properties in Lincolnshire:
A. Academic and residential properties on the Brayford Campus
B. Academic and residential properties at Riseholme Campus excluding those leased to Bishop Burton College
C. Academic properties at Holbeach Campus
D. University may act as an agent for other Educational Establishments and Public Body organisations within the Lincolnshire area however this will be negotiated and costed on a case by case basis following the award of the contract however no guarantee can be given to the value or inclusion of such services through out the term of the contract.
The Planned Maintenance works will include the following Lots:
Data Centre Maintenance
Heating and hot water plant and systems
Ventilation and extraction including AHUs and filters
Compressors and air delivery systems
Electrical including HV, LV, Lighting, UPS Lighting controls etc
Air conditioning, heat pumps, VRV systems and refrigeration
Water hygiene L8 compliance
Auto Flushing taps, toilets and macerators
Fire protection systems excluding fire alarms
Catering equipment in offices
Gutters, and Drainage
Fire doors and shutters
Access control systems
Radio communication systems
Turnstiles and parking equipment
Smoke ventilation systems
LEV installation and fume extraction servicing
BMS maintenance/operation and controls
Fire Alarm systems
Portable appliance testing
Fire extinguisher servicing
CCTV system maintenance
Gas network maintenance
Inspection and Testing of Fixed Electrical Installations
Security, Porter and Driver services
Wash Room Services
Pest Control Services
Waste and Refuse Services
Display energy certificates
The Contract will cover all trades and specialist services.
The contract will include a Schedule of Rates and a pricing mechanism to address variations and to obtain cost for works requested by Clients/Departments which include the following:
The annual expenditure in relation to the above services (for all Lots) is anticipated to be in excess of ?3m p.a.

Contract value: Tenders are invited for the supply of Facilities Management Services to the Estates Department of the University of Lincoln. The successful contractor(s) will will liase closely with the Service Manager. The Universitys detailed requirements are defined in the Service Information of the tender document, section 3Estimated value excluding VAT: Range: between 10 000 000 and 10 500 000 GBP
