401725-2012: UK-Oldbury: Sewage, refuse, cleaning and environmental services

Sandwell Metropolitan Borough Council (the Employer) has identified a requirement for Brookcourse Maintenance Works to be carried out anywhere within the boundary of the Metropolitan Borough of Sandwell.
The Contractor is advised that the works may include working in the rear gardens of houses where vehicular access is not available.
The successful Contractor will be called upon to carry out works at short notice and their tender rates will reflect this requirement.
The successful Contractor will be called upon to discharge all of their Contractual obligations regarding work within these documents as from 18.3.2013.
The Contractor is advised that there is no guarantee given, or implied, that there will be continuous work of any description available during the term of the Contract.
The Contractor is advised that they may be called upon to carry out work in specified work areas only and that no guarantee of work within all areas is either given or implied.

Contract value: On the basis of the Tender submissions the Council will select a single Tenderer (the Contractor) to enter into a Contract with in accordance with the published selection and award criteria to provide the goods and services as listed within the Invitation to Tender to the Council (''the Employer'') in accordance with the Articles of Agreement and ICE Conditions of Contract (Sixth Edition) as set out in the Invitation to Tender (the Contract).It will be a condition of this Contract that there will be no obligation for the Council to award any orders under this Contract during its term and the prospective Contractors in submitting their Tender acknowledges and accepts this statement.Term of contract.The Contract is for a period of 3 years with an option to extend for a further 12 month period.The Contract is expected to commence on the 18.3.2013.Quantity Requirements.The Council has reviewed its historical purchase quantities over a recent 5 year Contract in order to identify their estimated Contract requirements.The goods and services detailed within the Invitation to Tender document are those as identified as typically required. Other related goods and services may also be required during the term of the Contract.Estimated annual expenditure is GBP 64 000.NOTE: These figures are intended to be used as a guide only and are not a guarantee of business that will be generated from this Contract. This figure has been calculated to account for any additional requirements not yet identified which may be required during the term of the Contract.Tenders must be submitted for all goods and services within the document. Tenders will not be accepted where the Tenderer cannot provide all items listed.Overview of Process.This Invitation to Tender document has been produced to identify a suitable Contractor which in the Councils opinion meets the required minimum standards and has made the most economically advantageous offer for the supply of the goods and services in accordance with the Contract.For the purpose of undertaking this Tender exercise, the Council is following the Open Procedure. This tender process will comprise of 2 stages. Identification of suitable potential suppliers, who meet the defined minimum selection criteria, followed by an award stage based on an evaluation of price, and quality in each case as set out in the Selection and Award Criteria Document attached to the Invitation to Tender. Only those tenderers who pass all of the Minimum Selection Criteria standards will proceed to the Award stage of the process.The Tender submission will encompass completion of all sections as listed in the ITT and acceptance of the ICE Conditions of Contract (Sixth Edition). Completion of all questions in this Invitation to Tender and submission of the required supporting information where requested.Estimated value excluding VAT: 256 000 GBP
