NWL0031 Learning Disability and Autism Access Improvement Services - Harrow

NWL CCG requires a community improvement service to enhance access to health services for people with a learning disability and autism (LD&A). The aim of the service is to improve access to health services and to ensure that medical care is received more swiftly by working directly with people with LD&A and their carers, families and professionals, as well as engaging with local community services and providers. The aim is to ensure the system hears the voices of people with a LD&A and their families and carers directly. Key services required include: - Knowledge of the services that are available. - Knowledge of pathways to access available services. - Annual Health Checks. - Health Passports. - Dental checks. - Trained staff with an understanding of LD&A and how to support and make reasonable adjustments. - Accessible information (Easy to read format and information for non-English speaking individuals). The CCG currently has a contract in place with Community Connex (Harrow Mencap) to provide the above services. The term of this contract is 18 months, 1st October 2021 - 31st March 2023 (value: 83,544.00) during which time, the CCG will assess the needs of the service users and consider how (if relevant) it needs to: -Secure the needs of the people who use the services. -Improve the quality of the services. -Improve the efficiency in the provision of the services including through the services being provided in an integrated way. NWL CCG is currently of the view that the services described are capable of being provided only by Community Connex (Harrow Mencap) as the elements of this service are unique to voluntary Community and Social Enterprises (VCSEs). Community Connex operates as a specialist VCS Learning Disabilities and Autism support provider that liasises with other VSO, Local Authority and NWL CCG as it it is. To redefine this operation would make it difficult to integrate these services elsewhere, as it supports the Harrow 'Borough-Based Partnership (ICP). If it is the case that Community Connex (Harrow Mencap) is the only provider capable of delivering the services described, then the CCG will look to award a further contract to Community Connex (Harrow Mencap) for up to 2 years on 1st April 2023. The purpose of this notice is to be transparent about the CCG's intentions and to invite anyone interested in delivering the services described above to contact us by 3rd March 2022. During 2022, it is anticipated that NWL CCG will be succeeded by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the ICB.
