388720-2012: UK-Redcar: electrical machinery, apparatus, equipment and consumables; lighting

This procurement process aims to establish a single supplier framework agreement capable of providing a range of lighting refurbishment and replacement services, primarily conversion of existing T8 & T12 luminaires to T5 HF including surveying, project management, commissioning and maintenance.
Duration of the framework agreement will be 12 months with the option to extend by up to 2 further periods of 12 months.
This contract is being put in place primarily for the use of Redcar & Cleveland Borough Council however the intention is to make the agreement available to other local authorities within the Tees Valley (a full list of which can be found as part of the tender.

Contract value: The Council wishes to appoint a provider under a framework to design, supply, install and certify energy efficient lighting and controls into a variety of Council associated buildings across the Borough for the specific purpose of reducing energy consumption and emissions of carbon dioxide.The successful tenderer will be appointed under a framework and no guarantee can be provided as to the amount of work to be awarded under this contract. However there are a list of buildings provided in the Specification for which the successful tenderer will be asked to provide comprehensive lighting surveys showing the projected savings in cost, energy and CO2 for 4 different cost options;a) Bronze - upgrading existing luminaires to T5;b) Silver - complete replacement point for point;c) Gold - an enhanced option (for example; integral dimmable control) which is at the bidders discretion, for the Council to consider and;d) Platinum – An LED replacement where applicable.Please note: the installation of T5 adaptors will not be considered.The contract is being let for a period of 1 year plus 2 possible twelve month extension periods. The Contract is due to commence on 22 February 2013, and end on 21 February 2014 with possible extension periods of 2 x twelve months.This contract is initially being let by Redcar and Cleveland Borough Council, however access to this contract maybe extended to other public sector organisations within the Tees Valley; Stockton on Tees Borough Council, Darlington Borough Council, Middlesbrough Council, Cleveland Police and Cleveland Fire Brigade. The requirements will vary from organisation to organisation and there is no guarantee that all organisations will participate in this contract in the future. Redcar and Cleveland Borough Council will only be responsible for their list of contract requirements.
