The Council is seeking to improve the provision of social housing across the borough and have identified a number of sites on which a large number of dwellings and associated buildings and related infrastructure may be placed. These sites are at various stages of planning permission and the Council does not warrant that all sites will be built, although other sites may be added. This procurement exercise is primarily to establish a framework agreement with five parties for the construction of these sites. This framework contract may be used by other parts of the Council (or any related companies such as wholly or part owned development companies) for other construction works subject to those projects having an anticipated value of £10,000,000 or greater. This threshold will be increased annually on the anniversary of the framework agreement by the most recent annual inflation value for construction as published by the Office of National Statistics (the Construction output prices index). Further the agreement may be used for smaller value construction where there is a clear project management rationale for doing so (such as works on adjacent sites where one site is of a smaller value). In establishing this framework agreement, the Council is seeking to both maximise its value for money and the social value of the contract to Slough via increasing local employment and retention of the value of the Council's spend to Slough where possible and economically reasonable.
