Communication and Marketing Strategy for Waste and Recycling Services

Waste collection and disposal is one of the essential services of local government - one of the few services on which everybody depends and which everybody receives All local authorities have targets set by central government to increase rates of recycling. Winchester City council has a good quality service and reasonable performance levels at present, but could and should do more to engage with the public to encourage positive behaviours and provide information to help them do so. To support its own teams in communications and waste management the council wishes to appoint external support to produce a long term marketing strategy and campaign for its waste and recycling services which will form the basis of a range of activities over the next five years. The winning bidder will need to produce a communications and engagement strategy to; • Promote and raise awareness of the waste management services the council provides • Present clear public messages encouraging waste minimisation and effective recycling • specifically promote the council's 'charged for' garden waste service; which will start in February 2021 and to maximise the number of householders participating; • assess the viability of digitisation • to align these messages with the council's ambition to become a zero carbon council and zero carbon district
