• Review post-16 placement costs for member boroughs and determine how costs can be better managed to deliver better value for money and/or savings. • Identify an improved placement process model. • Engage with post-16 stakeholders to identify areas for improvement. • Present the benefits of the new commissioning model, placement processes, fee negotiation strategy, and quality assurance. • Identify areas for improved contract/ performance management and quality assurance. • Provide a training event for member boroughs to ensure that revised placement and fee negotiation models are embedded in practice.
