This Dynamic Purchasing System (DPS) will replace the Councils previous practice of annual tendering through the NEPO portal for the different transport requirements. The DPS will be in place for a maximum period of 10 years. The DPS will remain open for providers to join at any time by submitting a compliant SQ. This DPS is for local bus services and other public transport services. This will cover the Durham County and surrounding areas. It will include multiple transport route requirements as well as new individual requirements that fall outside of the multiple routes. The full set of Contractual Requirements that will apply to all contracts can be found in Appendix 2. The multiple transport route requirements will be awarded via Calls for Competition from the DPS using the NEPO portal. New individual requirements will be awarded via Call for Competition from the DPS using the Councils bespoke email tendering system. To be included on the DPS, bidders will only have to pass the SQ stage once during the lifetime of the DPS. Those who pass the requirements of the SQ will have a place on the DPS and will receive Calls for Competition. Calls for Competition will be a request to submit prices and capacity for specific transport routes. Please note any current Durham County Council transport contracts will continue until they are due to expire and on the terms and conditions they were awarded on. However from now on all bidders are required to join the DPS by submitting this SQ so that they secure a place in readiness for future Calls for Competition.
