T Level Wave 4 Market Engagement

The purpose of this notice is to initiate market engagement and it is not being used as a call for competition with intention to: 1. Inform the market of the upcoming procurement process for the Wave 4 T Levels, being commissioned by the Institute for Apprenticeships and Technical Education (and therefore enable the market / potential suppliers to begin to plan for this); and 2. Advise as to the upcoming forthcoming market engagement events which will be held virtually via Microsoft Teams on 3rd September 2020, with recorded presentations from key note speakers about the forthcoming Wave 4 T Levels procurement. Further details about the market engagement events , recordings, how to book slots and attend workshops can be found in the Information Memorandum accessible at The Institute will be the contracting authority, subject to commencement of the relevant provisions of the Technical and Further Education Act 2017. The purpose of the proposed procurement will be to select and appoint an Awarding Organisation (AO) (or AOs) to be responsible for developing and delivering each of the Wave 4 T Level qualifications, under an exclusive licensing approach. The expected scope of the role of the AO(s) is that it/they would be responsible for: - designing the content of the qualification; - upskilling providers (further education schools and colleges); - providing of learning and teaching materials; - updating content; and - delivering qualification assessment services. The pathways in scope for the Wave 4 Procurement are (to be finalised): • Hair, Beauty and Aesthetics • Craft and Design • Media, Broadcast and Production • Catering • Animal Care and Management • Agriculture, Land Management and Production • Legal • Human Resources Finalised outline content for the pathways can be found on the Institute's website at Further information on the proposed procurement is provided in the Information Memorandum accessible at It is envisaged that any resulting contract (or contracts) would be a public services concession contract (or contracts) and that accordingly the procurement will be governed by the Concession Contracts Regulations 2016, to the extent that the same apply to those services to which such contract (or contracts) would relate.
