Framework Agreement for the Supply of Goods and Distribution Services

This procurement exercise is to establish a framework agreement for the acquisition of Goods and Distribution Service providers. The resulting framework agreement would be for the supply of Goods and delivery to HealthTrust Europe's Participating Authorities. The resulting Framework Agreement will encompass, but not limited to, the distribution of the goods defined under the clause titled Product Requirement and the service is defined under Service Requirement of the Specification. The successful provider(s) will have full ownership of the supply chain i.e. the Participating Authorities will place their orders directly with the successful provider(s) who will in return process orders, deliver and invoice the Participating Authorities as a direct supplier. Key Objectives 1.1 Rationalisation of supplier base who have the ability of providing a "one-stop shop" of products that meets the customer's requirements 1.2 Consistency and improved quality of care 1.3 Cost reductions for single and collaborative exercises 1.4 Best practice achieved through the provision of support and training where required 1.5 On Time In Full delivery 1.6 Technological solutions to improve efficiency in order, delivery and invoicing 1.7 Offer added contract value (quality, safety, service and price) for member organisations through positive working relationships with successful Supplier(s) 1.8 All of the above as a combination, leading to improved quality and responsiveness for our member organisations. The specification file contains an indication, but not limited to, of products expected to be supplied under the resulting agreement. HTE will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. HTE proposes to enter into the Framework Agreement for a maximum period of 4 years with the successful Tenderer (Successful Tenderer), being an initial 3 years period and the option to extend by 12 months, after the initial period.
