Remit for Consultation & Engagement Plan

This RFQ is a remit for work by a supplier to develop and support deployment of a consultation and engagement plan for the Associated Works for the East West Rail's Bedford-Cambridge Development Consent Order (DCO). This plan will be developed to integrate with the wider EWR consultation & engagement strategy and plan which includes consultation & engagement for the DCO (including the new railway between Bedford to Cambridge) and the overall communications and engagement strategy for EWR Co and the project. The Associated Works will likely include work on rail infrastructure including Bedford Midland Station and interfaces with the existing rail network. We are looking for a consultation partner to work with us and our stakeholders during the pre-application stage of the DCO in particular to support consultation on design options before statutory consultation on the preferred scheme. EWR Co is looking for a supplier to develop and deliver a consultation & engagement plan that meets the requirements of the Planning Act 2008 Act, embodies our company values and delivers a streamlined DCO process to maximise the potential to deliver the project benefits as early as possible. The supplier will work with the EWR Co team, alongside the established Engineering Partner for the main DCO work to deliver the new railway (Arup), suppliers providing town planning and property services and delivery partners for the Associated Works on existing rail infrastructure. The appointed supplier will have a strong background in completing projects of this type including delivery of consultation & engagement plans to support a Development Consent Order and to support delivery of major upgrades to the existing railway network.
