Hertsmere Borough Council wishes to appoint an experienced and suitable qualified external legal provider to supply advice and transactional services to enable the Council to build or secure the building of affordable residential accommodation whether funded by developer contributions or out of the Council's own resources or a combination of both. Following the Haringey case (Peters v London Borough of Haringey  EWHC 192 (Admin) the Council requires the accommodation to be leased to a Limited Liability Partnership of which the Council will be a member on terms that require the LLP to let the accommodation on assured tenancies at social and/or affordable rents to persons nominated by the Council from its Housing Waiting List.
