QU133 - West Midlands Housing First Pilot - Initial Mobilisation Support

Dear Providers, Housing First is an innovative and intensive approach to housing people who sleep rough, and other very vulnerable people, in safe and secure accommodation, with as few barriers as possible. Intensive, ongoing support is then provided to help sustain accommodation, and provide a foundation from which other issues may be addressed. The West Midlands Combined Authority has recently been awarded Housing First Pilot status by the Department for Communities and Local Government. To accompany the pilot status the West Midlands has been awarded an additional £9.6m in funding to implement the Housing First approach. The pilot will run for 3 years with a further two years of legacy support. Over this time the pilot will seek to accommodate and support 675 of the most vulnerable individuals across the West Midlands to substantially reduce levels of rough sleeping. Birmingham City Council is the Accountable Body for the delivery of the Housing First Pilot and now needs to put in place a structure to establish a programme for delivery of the Pilot. To support this Birmingham City Council requires a supplier for the provision of initial mobilisation support to the West Midlands Housing First Pilot. It is currently envisaged that the initial mobilisation phase will commence in mid-July 2018 and will end in March 2019. To ensure that the initial mobilisation phase is effective we require a mobilisation support provider who: • Can commence support in mid-July 2018 • Has significant experience in working to develop and run innovative and transformational services to tackle and prevent homelessness for our most with vulnerable citizens • Has an awareness of Local Government policy and practice to include governance structures, decision making and procurement processes. • Has experience of delivering complex cross authority, multi-agency programmes and pilots on time and on target • Has a solid understanding of the issues connected with homelessness in the West Midlands and a good knowledge of current service provision • Is committed to delivering improved outcomes for citizens and has a track record of success Contract: The contract is due to commence in mid-July 2018 and run until the end of March 2019 Applicants are asked to provide a pricing breakdown for the mobilisation support BCC will be using its e-tendering system (In-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
