3173_19 National Online HIV Testing Service (PHE)

Please note this is a Prior Information Notice and tender documentation is not available yet. Public Health England (PHE) is seeking to establish a national framework agreement with a single organisation to provide an online HIV self-sampling/testing service for most at risk populations. The framework will be available for use by PHE and all English local authorities with Public Health responsibilities (170 in England). Its use will not be mandatory. The framework period is expected to be 1 April 2019 to 31 March 2021, with the option to extend up to 24 further months and will replace PHE's current arrangement (3173_15) which is due to expire.The procurement will follow a one stage Open Procedure. It is anticipated that the service will include hosting a website for service users to order kits, supply of kits, testing of samples and communication of results. A pre-tender market engagement meeting for suppliers will be held in central London on Tuesday 17 July 2018.This will be an opportunity to discuss the proposed new framework, raise questions with PHE and local authority commissioners and help inform the subsequent tender specification.
